Stress is one of the most common words used in society today and something that each one of us will experience at some point in our life. Stress affects people of all ages, professions and life situations. However, Emergency Communications as a profession is inherently stressful with the various demands placed upon them by nature of the profession. Understanding these causes of stress in the profession will allow the Public Safety Telecommunicator to recognize and mitigate some of the stressful situations that they may encounter. This course addresses how to detect stress within yourself and co-workers and provides measures to reduce the impact.

An innovative training program for a Communication Center is an essential component for the telecommunicator trainee to be successful. The effectiveness of this program will solely be based upon your dedication and the department’s commitment to the program. Each must have a full understanding of the program along with the roles and responsibilities to improve the quality of telecommunicators that go through this program. Training programs need to focus on performance and have a system to effectively evaluate and document performance. Such training programs are known as performance based training programs and have become the standard for the emergency communication industry.
This course will give an overview of an Effective Communications Training Officer Program, review the ANSI standard and provide information on how to start implementation in your department.

As the Director of Operations, the end user of what Dispatch gives me, I need certain things that I require to be able to operationally deliver an ideal response to a patient. This paper details the things I need from Dispatch, as the Director of Operations, to allow the Paramedics in the field to do their job well.

13:00- 14:00: Educational Session: Advancing Vehicle Telematics through Public Safety and Private Sector Partnerships

The session will highlight APCO's role as a conduit for the public safety industry to establish and share best practices and to optimize coordination within the emergency response community. Discussion will take place on recent advances toward standardizing Automatic Advanced Crash Notification (AACN) data that will be transmitted to PSAPs and also on collaborative efforts taking place with the center for Disease Control and the National Highway Transportation Safety Administration. OnStar is a major telematics service provider dedicated to working closely with APCO International and the public safety community to provide safety and security services to its millions of subscribers. In the near future, OnStar will extend its services to the Mideast region. This brief presentation would allow OnStar to highlight its strategic relationship with APCO International while previewing how emergency dispatch and public safety professionals in the Mideast will be able to rely upon OnStar in emergency situations.
14:30 – 15:30: Educational Session: NG9-1-1 Impact on PASPs and Systems

As different States, Counties and regions start discussing and implementing Emergency Services IP Network (ESInet) to implement NG9-1-1; it is becoming more important to identify the effect of NG9-1-1 on PSAP operation and ancillary systems. Prior to transitioning to NG9-1-1, PSAP managers need to understand the potentially adverse effect on their operation and systems.
Fully implemented NG9-1-1 will provide PSAP telecommunicators with new call types and associated new payloads (pictures, video and text). Before call volume starts to increase PSAPs need to implement new standard operating procedures and training curricula to ensure maintaining the same grade of service to citizens. Also NG9-1-1 will provide enhanced call routing and resource sharing functionality that requires the implementation of new PSAP-to-PSAP agreements to take full advantage of these new features.
The requirements for the implementation of an ESInet and the impact of NG9-1-1 on Customer Premise Equipment (CPE) have been well discussed. However, NG9-1-1’s impact on public safety systems such as CAD, records management, logging recorders and mobile data computer systems has not.

Dispatchers are the first contact a person calling 9-1-1 for a medical emergency has with the EMS System. Time from collapse to the initiation of CPR is a critical factor in determining survival from out-of-hospital cardiac arrest. This session will discuss the many benefits of establishing a Dispatcher Assisted CPR program at your Communication Center as well as provide you with the steps to begin implementing the program.

Communication during incidents of large scale rioting is central in order to protect life and manage the return to normality. This presentation will cover the actions of the emergency services and will include a review of the technologies used to deploy 16,000 police officers and the London Fire Brigade who were faced with more fire incidents than at any time since the Second World War. Finally, the impact that social networks are having both in relation to raising the expectation of immediate solutions being achieved by the emergency services and also exploitation by those who wish to continue to riot.
13:00 – 14:00: Educational Session: Public Safety Standards Development in the United StatesASAP to the PSAP: Using the Automated Secure Alarm Protocol to Reduce 9-1-1 PSAP Processing Time for Alarm Notifications from Alarm Monitoring Companies and other standards impacting public safety communications

Exciting momentum is building following the successful implementation of the Automated Secure Alarm Protocol (ASAP) in Houston, Texas in 2011. Nlets, the Central Stations Alarm Association (CSAA) and APCO joined forces to implement an American National Standards Institute (ANSI)-approved standard, proven to reduce 9-1-1 processing times and response times, and eliminate mistakes, miscommunications, and telephone calls between alarm monitoring companies and PSAPs. ASAP offers a likelihood of increased law enforcement apprehensions, fires more quickly extinguished, and more lives saved. Phase II will offer video confirmation of crimes-in-progress.
APCO and other ANSI standards that have been developed to support public safety communications will be discussed as part of this presentation.

Long Term Evolution based networks represent the next generation of broadband data capability. Delivering enhanced capability for unique public safety applications are very important for mission critical operation. This presentation will provide an overview on development of these enhancements to standards-based LTE, while providing for first responder and support team functionality. Experience on private system and public LTE interoperability will be introduced.
